A regular meeting of the City Council of the City of
Bondurant, Polk County, Iowa, was held in the Community Room at the Bondurant City
Center on the 05th day of June, 2000, at 7:00 p.m.

Notice of the meeting was posted at the Bondurant City Center,
Break Pointe Store, Casey’s General Store, and Farmers Savings Bank on June 02,
2000. All proceedings here after shown
were taken while the convened meeting was open to the public.

Ihde called the meeting to order at 7:00 p.m.
Roll call was taken and a quorum was declared.
Motion made by Council Member Williams, seconded by Council Member Bailey, to approve the agenda as presented. Roll call: Williams-Yes; Bailey-Yes; Cordes-Yes. Motion carried.
Motion made by Council Member Bailey, seconded by Council Member Cordes, to approve the Consent Items consisting of the City Council Minutes of May 15, 2000; Planning and Zoning Commission Minutes of April 27, 2000; Eastern Polk Regional Development Minutes of April 13, 2000; Eastern Regional Development Minutes of May 25, 2000; Polk County Aviation Authority Minutes of May 04, 2000; the Claims Report; and Tax Abatement Application for Jill Oviatt and Todd McClintock at 208 – 7th Court, Southeast, Bondurant, Polk County, Iowa, as presented. Roll call: Bailey-Yes; Cordes-Yes; Williams-Yes. Motion carried.
The Polk County Sheriff’s Department representative advised the Council that the department will be attending a RAGBRAI meeting tomorrow evening. Said meeting focuses on traffic control and law enforcement.. The Sheriff’s department will also be available for traffic control for Summerfest June 28 and June 29, 2000.
An Informational Hearing was held regarding Ordinance No. 00-200 – an Ordinance pertaining to Junked Vehicles, Trailers, and Semi-Trailers; and Outdoor Storage of Motor Vehicles within the Corporate Limits of the City of Bondurant, Polk County, Iowa. Mayor Ihde led the discussion between the residents that were present and Council Members. Some of the concerns expressed included: storing recreational vehicles in a residential zoning area; wrecked vehicles being stored for repair in a commercial zoning area; and vehicles stored away from the primary premise for restoration purposes. The Ordinance will be complaint driven. The Ordinance is considered a living document and can be

amended if necessary. The third and final reading of the Ordinance is scheduled for the June 19, 2000 Council meeting. Residents are encouraged to attend.
Motion made by Council Member Cordes, and seconded by Council Member Bailey, to approve Resolution No. 00-40 – a Resolution approving the appointment of Mary Newell, 100 Lincoln Street, Southeast, Bondurant, to the Bondurant Community Library Board of Trustees. Roll call: Cordes-Yes; Bailey-Yes; Williams-Yes. Motion carried.
Motion made by Council Member Bailey, and seconded by Council Member Cordes, to approve Resolution No. 00-41 – a Resolution approving Iowa Retail Cigarette Permits for Casey’s General Store #1373, 302 – 2nd Street, Northeast and Casey’s General Store #1861, 1455 Grant Street, South, Bondurant, Polk County, Iowa. Roll call: Bailey-Yes; Cordes-Yes; Williams-Yes. Motion carried.
Motion made by Council Member Cordes, and seconded by Council Member Bailey, to approve Resolution No. 00-42 – a Resolution approving the Application for Renewal Retail Liquor License, Wine or Beer Permit for Casey’s General Store #1861, 1455 Grant Street, South, Bondurant, Polk County, Iowa. Roll call: Cordes-Yes; Bailey-Yes; Williams-Yes. Motion carried.
Ms. Aloya Mitchell, representing the City of Bondurant on the Polk County Aviation Authority Board, presented the Council with an overview of the proposed instrument landing system. The presentation included projected costs; importance of relationship between Bondurant and the airport; opportunity for economic development with businesses with corporate jets; cash flow restraints; and income producing opportunities for the airport. Motion made by Council Member Williams, and seconded by Council Member Bailey, to approve Resolution No. 00-43 – a Resolution extending the existing 28E Agreement of the Polk County Avaiation Authority. Roll call: Williams-Yes; Bailey-Yes; Cordes-Yes. Motion carried.
Motion made by Council Member Cordes, and seconded by Council Member Bailey, to approve Ordinance No. 00-201 - an Ordinance pertaining to RAGBRAI activities within the City of Bondurant, specifically restricting the sale of Food, Non-Food, and Beverages on July 26, 2000; and further charging Food and Non-Food Vendor Fees; Regulating the placement of temporary stands for the sale of Food and Non-Food Merchandise; Regulating the location of such sales stands; Declaring sales of such Food or Merchandise, or Beverage in violation of the provisions of said Ordinance a Nuisance; Requiring sales of single beverages in plastic containers; Providing that further violations shall constitute a Misdemeanor; and providing for an exception for existing licensed premises as of May 01, 2000; All such regulatory matters being effective only on July 26, 2000, as its third and final reading. Roll call: Cordes-Yes; Bailey-Yes; Williams-Yes. Motion carried.
Motion made by Council Member Williams, and seconded by Council Member Cordes, to approve Ordinance No. 00-202 - an Ordinance amending the Code of Ordinances of the City of Bondurant, Iowa, 1996, by amending provisions pertaining to water rates and charges established, as its third and final reading. Roll call: Williams-Yes; Cordes-Yes; Bailey-Yes. Motion carried.

the recent rain fall in the City and there were no problems with the new sewer
line.

Informed Council of
new City of Bondurant Web site that will be on-line in approximately sixty (60)
days. The City Web site will feature
meeting agendas, meeting minutes, photos of council members, and important city
news. The Mayor will keep us informed
as the Web site develops.

v Highlighted Council with a correspondence between the Iowa
Communities Assurance Pool and Mayor Ihde.
v Notified Council of Legislative Luncheon invitation from the
City of Des Moines.

v Gave Council an overview of the positive comments received
for the new monthly City of Bondurant newsletter.
